Cape vede announced emergencies in the islands of San Vissente and Santa -Antao, after the deadly floods, which killed at least nine people and made 1500 of their homes.
The state of emergencies activates crisis funds and urgent repair of infrastructure on the Atlantic Ocean Islands off the west coast of Africa.
Floods on Monday were caused by tropical brown Erin, which led to 193 mm (7.6 inches) of rain in just five hours, much higher than the average San Vissente.
Deputy Prime Minister Olava Korea said the BBC that the floods were “catastrophic”.
Rescue groups are desperately looking for missing, while roads, houses and vehicles were badly damaged.
Commenting on heavy rains, Esther Britt from the Institute of Meteorology of the country told Reuters, the weather conditions were rare.
“This is a rare situation because what was recorded above our 30-year-old climate.”
Speaking to the local media Expresso Das Ilhas, Ms Britt added that there is no radar equipment needed in the country to predict the degree of rain.
Describing the moment when the flood was affected, the Interior Minister Pavel Rosh said the night was “marked by panic and despair,” Reuters reports.
Alvenna Yali, the organizer of the community in the San Persian, the worst island, called the situation as “an incredible moment of heavy rains, heavy winds and outbreaks of the flood, which led to significant losses of materials.”
Diaspora Kaba Verdei, especially in France, Luxembourg, Portugal and the United States, has started urgent craudfunding companies.
Tens of thousands of euros are already brought up to buy food, water, hygienic products and emergency materials.
Andrew Levi, President of Hello Cabo Verde in France, said the BBC that the whole diaspora had been mobilized and they planned to send help directly.
