Republicans propose resolution calling on NCAA to ban all trans athletes from women’s sports

FIRST ON FOX: Just one day after Rep. Greg Stoib, R-Fla., won the Protecting Women and Girls in Sports Act passed in the Chamber representatives, he already has plans to introduce a resolution to further address the issue of trans athletes in women’s sports.

Steube will introduce a joint resolution with Sen. Marsha Blackburn, R-Tennessee, calling for NCAA disqualify all trans athletes who compete as women. It also calls on the NCAA to create a new policy that would bar any future trans-identifying men from competing as women and push all member conferences to do the same, according to draft legislation obtained by Fox News Digital.

Unlike the Women and Girls in Sports Act, this resolution would directly address the issue of trans inclusion at the college level, and would also affect schools that are not federally funded.

Steube’s earlier bill only made it a violation of Title IX for federally funded educational programs or activities to organize, sponsor, or facilitate athletic programs or activities that allow males to participate in programs or activities designed for females and girls. .

But the resolution could also apply to private institutions that compete in the NCAA. The issue of trans inclusion at the women’s college level has been a major political issue during the Biden administration, highlighted by controversies involving trans swimmer Leah Thomas in 2022 and trans volleyball player Blair Fleming in 2024.

With its current policy, the NCAA has allowed and protected trans athletes in women’s sports.

NCAA President Charlie Baker He faced questions and criticism from Republican lawmakers for the policy during a Dec. 17 congressional hearing. He repeatedly cited federal law and recent federal court rulings that allowed it.

On President Biden’s first day in office, he issued an executive order to allow and protect the inclusion of transsexuals in women’s sports. And during the December hearing, Baker mentioned “five lawsuits in the last 18 months” that allowed trans athletes to compete against biological women. However, there has been no ruling that directly mandates the NCAA to allow trans athletes to compete with women or share women’s locker rooms.

If Steube’s bill becomes law, Baker and the NCAA will be tasked with enforcing the new mandates, as he claimed he did under Biden.

One group that actively lobbied for the resolution was Women Who Care of America (CWA), which has made the issue of trans athletes competing against women at the NCAA level a core mission throughout Biden’s term.

Current CWA legislative strategist and former NCAA women’s athlete Macy Petty told Fox News Digital that she tried to deliver a letter about the issue to NCAA Board of Governors Chair Dr. Linda Livingston, but was rebuffed and that Livingston “didn’t even look at me.”

“The NCAA continues to fail in its responsibility to protect female athletes and is a leading contributor to this discrimination. They have shown complete disregard for the safety and dignity of their female athletes that they manage,” Petty said.

The NCAA may soon have to respond to a new set of rules once the Trump administration takes office.

President-elect Trump himself pledged to ban trans athletes from women’s sports as president during his 2024 campaign, and it was one of the key issues for him and other Republicans in their landslide victory in November.

The issue has become so important that the Women and Girls in Sports Protection Act became the first priority of the 119th Congress and passed the House of Representatives with unanimous support from Republicans and even two Democrats.

With a Republican majority in the Senate, both of Steub’s proposals could be approved in Trump’s first year in office.
