The Cricket Control Council in India (BCCI) is included in the framework of the National Sports Governance Law, which will be introduced to Parliament on Wednesday. According to Today, the BCCIA operates independently and does not receive government funding, but its inclusion has been foreseen.
On Tuesday, the Ministry of Youth Affairs and Sports presented the Sports Bill for Reforms to the India Sports System. The calendar coincides with the President of the Council, Roger Binny, is 70 years old on July 19, which means he has reached the age limit. It may soon be obliged to leave, according to the Constitution of the Council.
The bill is planned that the BCCI will be under the jurisdiction of the sports ministry in recognizing it officially as a National Sports Federation (NSF).

Until 2019, the Indian Board was not classified as NSF, although it was under the right to the Information Law (RTI) by 2020. With the new existing bill, the Indian Cricket Board will automatically enter within the category of an NSF, and all the rules and regulations established by the sports ministry will be applicable.
“ The Cricket Control Council in India will take place in the field of National Sports Bill. While the BCCI is not based on government funding, its inclusion was widely foreseen, especially with the Indians Cricket teams that will participate in the Los Angeles Olympic Games of 2028, ” said India on Tuesday, July 22.
The National Sports Law is expected to increase the maximum age limit for the carriers of all NSFs from 70 to 75 years. People between the ages of 70 and 75 will be eligible for elections and occupying positions, provided there are no conflictive rules of international bodies or the statutes of the specific federation.
The International Cricket Council (ICC) does not impose an age limit and the approval of the bill will erase the path for Roger Binny to complete his term as President of BCCI without legal barriers.
Binny, who recently turned 70, has consulted the Secretary Devajit Saikia and the legal team of the Council to evaluate their options. However, the Indian Cricket Board has not yet published any official statement on this subject.
Binny was recently seen in Lord’s during the third test of the Anderson-Tendulkar Trophy between India and England and is currently on family vacation in Thailand, according to reports.
The Ministry of Youth Affairs and Sports has presented the National Sports Government Bill, 2025, to provide reforms in the manner operating the sports bodies and NSFS in India. The legislation is designed to improve transparency, prioritize the well -being of the athlete and incorporate international standards.
This movement occurs after years of reform efforts aimed at promoting ethical practices, safeguarding athletes’ rights and fostering a professional and dispute sports environment.
The bill also aims to align the Indian governance model with the Olympic and Paralympic letters, strengthening the country’s possibilities of hosting major world events, including a possible offer for the 2036 Olympic Games.
For the first time, athletes will play a central role in shaping sports policy. All NSFs, including the Indian Olympic Association and the Paralympic National Committee, will have to establish athlete committees.
