David Drabkin, an expert on federal contracts that helped develop FPDS database, said the maximum figure should be treated with caution.

“The FPD does not reflect the actual paid price until a certain period of time after the contract is completed and contractual actions are recorded,” he says.

“For example, when buying research and developing a vaccine, no one knows how much it will cost – so when the price is set, it is not a certain price, but rather the upper limit.”

Thus, if Dodge calculates the maximum figure that can represent the predicted costs for several years rather than direct savings from the country’s annual costs.
