The woman was also hit in the hips and hand. Officers were Showing photos of bruises, the incident report notes.
“This incident was not recorded in any CCTV,” the memorandum said. “There are no independent witnesses of the incident. Although the victim had photos that showed injuries that were received, there were also videos where the victims were not observed.
