Some of my friends, residents, by the way, who themselves were not threatened, told me about this. This happened twice.

Now imagine being woken up in the middle of the night in a panic by your phone buzzing. It continued to buzz, fading away, warning of evacuation. So, some of my friends in the Encino area were in their pajamas, throwing whatever they could grab and throwing in their cars, only to get another message saying, “Oops, sorry.” Do any of these people put you at ease?
