The head of the fire service James Wallace told reporters that the emergency services were sent to several people suspected of overdosing members of the public.
He said that people were found on two intersecting avenues, as well as on the platforms of the subway and along the oils after the initial response at about 9:20 local time (14:20 BST), CBS reports.
Officials did not name any substance that was believed to participate.

The police service asked people to avoid the territory because several streets were blocked and the buses were blocked.
The city’s state prosecutor Ivan Bates said the incident “serves as a powerful reminder of the current battle of our city against the apioid epidemic.”
He added that his office would support an ambulance and the Health Department in his work to find out what happened.
Governor Maryland Wes Moore also stated that his team coordinates with state bodies, city authorities and the first respondents on Thursday.
“I am grateful to those who quickly warned us about this situation, and those who support society,” Mr. Moore said.
