The ex -Arsenal Manager, Arsene Wenger, is proposing a change in the right -wing rule designed to return the advantage to attacked players.
Wenger is the global development chief of the FIFA World Government body and believes that VAR has essentially eliminated this advantage of the game.
A player is currently governed to be offside if some part of his body is out of the last defender.
Wenger would like to see a change that is considered a player in the part if there is any part of his body in line with the last defensive player.
He compared the proposal with a change of rule made after the 1990 World Cup.
This tournament watched an average of 2.21 goals per game, the lowest in the history of the competition, due in large part to a rule that considered an attacker to be offside if he was in line with the last defender against the goalkeeper.
Wenger said, “It was in 1990 after the World Cup in Italy that no goals was scored.
“We decided that it is no longer offside when you are on the same defender.
“In case of doubt, the doubt benefits the striker. This means that when there is a fraction, the striker obtained the advantage.
“With Var, this advantage disappeared and for many people it is frustrating.
“That is why I proposed that, as long as any part of your body is in the same vein as the defender, you are not out of play.
“We are experimenting with this. In a year, the decision will be made, by IFAB, not for me.”
Wenger’s proposed change has been tested in Italian youth football. The people in charge of the Sports Law, the International Football Association Board (IFAB), agreed to advance FIFA evidence to the annual general meeting of March.
IFAB said that the intention of the rehearsals is to determine if the proposal changes “to encourage attacking football and foster goal opportunities while maintaining the attractiveness of the game.”
A decision could be made on the proposals in 2026.
